Born 23/05/1962;

In 1997 graduated from the Khabarovsk state technical University;

In 2009 graduated from St. Petersburg state University of civil aviation;

In 2012 enrolled in a doctoral program at peoples Friendship University of Russia ( Russian Peoples ‘ Friendship University) on specialty of : political institutions, processes and technologies;

From 1981 to 1984, serving in the Navy of the USSR;

From 1987 to 1991 – instructor Department of Komsomol organizations, second Secretary, first Secretary of Milkovsky district Committee of the Kamchatsky Krai;

From 1991 to 1994, Secretary of the regional Committee of the Komsomol,  First Secretary of the Kamchatsky OK Russian Union of Youth, member of the Bureaus Central Committee of Russian Union of Youth;

From 1994 to 2005 worked in commercial structures;

From 2005 to 2008 – First Deputy Chairman  of Petropavlovsk-Kamchatsky city district;

From 2010 to 2012 – Deputy Chairman of the Government of the Yevreisky Autonomous region;

From 2012 to 2013 – Deputy Chairman of the Government of Kamchatsky Krai  (in Moscow);

From 2013 – General Director of JSC “Development Corporation of Kamchatka”

Author of over 30 published scientific publications. Became known as researcher of the formation process of local self-government in the Far East. Involved in the institution construction of local self-government and state power in various regions of the Russian Federation on the Russian Far East. Has a lot of practice in management and political consulting.
