Alexander Galushka: “The Law – is not a panacea, the law is an important thing, but it is an integral part of a specific logic work of the Ministry of Far East development”.

Minister of the Russian Federation on development of the Far East Alexander Galushka participated in the seminar on "The Territory of advanced development: a new tool for attracting investments", which was held in the framework of the International Investment Forum "Sochi-2014". The discussion was also attended by the General Director of the “Development Corporation of Kamchatka" Nikolay Pegin.

The Minister’s speech was devoted to the main project to date of the Ministry of Far East development – the areas of advanced development. Alexander Galushka explained how the TOR differs from special economic zones. He stressed that, despite the fact that the creation of the SEZ has become a “positive first step” in this direction; these areas still had no success.

The Minister drew attention to the fact that deregulation and tax incentives are two of the main ideas of the law. The President was given the order to accelerate the introduction of the law for consideration before October 15 of this year, and the Government presented a budget draft for 2015-2017 of the year in which allocated additional funding’s of TOR. These two facts, according to the Minister, are the basis for the “start of this project to commence operation on 1 January 2015”. Despite the fact that the law has not yet been adopted, the Ministry has established a proactive policy towards foreign and domestic investors.

“We are actively working with investors, consulting with them, adjust our plans. We fix it in the memorandum of understanding”, he said. To date, the Ministry of the Russian Federation on development of the Far East have already signed on 7 memorandum with the largest investment companies, the investment companies, the investment portfolio which compose  tens billions of dollars.

The Ministry is already actively cooperating with regional administrations, municipalities on specific projects.

“It is our job, to see that happen. Our aim is that in the system of state management of such work getting as much as possible. Then we from abstractly-shaped construction will proceed subject-specific things, applied project microeconomics, which gives success, as the statistics show, in other Asia Pacific countries”, - said Alexander Galushka.

The Head of the Ministry of Far East development outlined three priority indicators, which are planned to measure work effectiveness of advanced development areas: the volume of attracted investments in relation to the spent budget investments, the number of high-performance, well-paid jobs, the growth of the gross regional product.

On the territory of Kamchatsky Krai is also planned to create an area of rapid development associated with the development of the port-industrial, industrial and touristic potential of the region.

“This project has a strategic importance for the Russian Federation, was named TOR “Kamchatka”. “Development Corporation of Kamchatka” acted as the main driver, by the developing and offering appropriate concept TOR, subsequently adopted for the basis of regional authorities and received high evaluation from the Ministry of Far East development” – said Nikolay Pegin.

TOR “Kamchatka” was included in the list of fourteen of the Far Eastern territories, which Ministry of Far East development associates with breakthrough scenario of development of the Far East.
