The role of Kamchatka in ensuring Russia’s fish products will increase significantly

The role and importance of the Kamchatsky Krai in terms of ensuring Russia’s fish production will grow significantly.  This was announced by the Chairman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko at the meeting with journalists of Federal and Kamchatka media.

 “Potential of Kamchatka is very high. Of course, there are difficulties with logistics, delivery, lack of refrigerated fleet,” said Valentina Matvienko. – Not everything here depends on the Kamchatsky Krai – need special additional measures with the participation of the Federal government. I know that Vladimir Ilyukhin already deal with this problem, met with the head of the Federal Agency of fishery. Corresponding task before the Government is set and we hope very much in this matter on Kamchatka. One of the main aims of my arrival to you – is to look at the opportunities that exist in the region”.

Kamchatsky Krai currently produces up to 23 % of the total fish production in the country, except for those volumes which are exported. In general,  fishers near Peninsula catching up to 1 million tons of fish per year.  According to Valentina Matvienko, in order to increase these figures and to meet the needs of domestic market, it is necessary to expand opportunities for the extraction and processing of the fish products; to increase the capacity of the fish breeding and stop poaching.

“Several years we already say that the most incomprehensible and contradictory legislation in Russia, which regulates relations in the fishing industry”, stressed at a press conference  Governor of Kamchatsky Krai Vladimir Ilyukhin – There is a lot of work to debug it”.

The head of the region noted that over the past few years in the coastal production in Kamchatka has invested around 13 billion rubles, fish processing plants on the Peninsula – one of the most modern in the country. In addition, in the region there are 5 fish hatcheries. Investors are prepared on the basis of public-private partnership to build such an enterprise, but they face a number of problems.

“These plants were built, including borrowings with long-term loading volumes of fish processing. For this coastal fishery quotas must be divided on the territory”, said Governor. – Same goes for fish hatcheries. Business is ready to invest in this industry, but there is no certainty that he will be able to enjoy the fruits of labor, because everyone will have access to these UBD. Let’s give our business guarantee: if they built the plant, raised fish, released fish into the sea, the fish came back, so let them to take their profit”

Valentina Matvienko noted that Federation Council has prepared draft law, according to which investors who created production on the shore, would have the right to work in this area 10 years, without additional competition.

“It is necessary to create favorable conditions for the coming of business” said the Chairman of the Federation Council of the Federal Assembly of the Russian Federation. – Food market – is a national security issue, so here we need to act more decisively, to connect the state of people and in this case we together with Kamchatsky Krai are ready to improve the legislation”.

“Solving all problems in the complex, we will be able to solve the problem that  everyone Russian had   Far Eastern fish on the table”.
